(AP) ? A pledge by the manufacturer of Apple's iPhones and iPads to limit work hours at its factories in China could force other global corporations to hike pay for Chinese workers who produce the world's consumer electronics, toys and other goods.

Foxconn Technology's promise comes as Beijing is pushing foreign companies to share more of their revenues with Chinese employees. It follows a report by a labor auditor hired by Apple Inc. that found Foxconn was regularly violating legal limits on overtime, with factory employees working more than 60 hours per week.

"I think whatever Foxconn did will have an impact, certainly, on all Chinese workers in all trades," said Willy Lin, managing director of Hong Kong-based Milo's Knitwear, which makes clothing in three factories in China for European clients.

Foxconn, owned by Taiwan's Hon Hai Precision Industry Co., promised to limit hours while keeping total pay the same, effectively paying more per hour. Foxconn is one of China's biggest employers, with 1.2 million workers who also assemble products for Microsoft Corp. and Hewlett-Packard Co.

Japan's Toshiba Group, which employs 32,000 workers in China to make goods such as refrigerators and TVs, said it too is taking measures to reduce overtime work and create safe working conditions at its factories.

China has long been a low-cost manufacturing center for goods sold under foreign brand names. But wages already were rising quickly as companies compete for workers and communist leaders try to push the country up the technology ladder to make more profitable products.

After a lull following the 2008 global crisis when Beijing froze the minimum wage to help exporters compete, Chinese workers have received big pay hikes over the past two years, though salaries still are low by Western standards.

Foxconn responded to a spate of suicides by employees at one of its mainland factory campuses in 2010 by more than doubling its basic monthly salary to 1,800 yuan ($290). The same year, Toyota Motor Corp. and other Japanese automakers granted pay hikes following a wave of strikes that had tacit government support.

Communist leaders have promised to double the country's minimum wage from 2010 levels by 2015.

The minimum wage in Shanghai, one of the world's most expensive cities, is about 1,200 yuan ($200) a month after an increase of more than 10 percent last year. The northern city of Tianjin raised its minimum wage to 1,070 yuan ($175).

Beijing has tightened enforcement of wage and hour rules "because there has been a general lack of compliance ? greater than in other countries," said K. Lesli Ligorner, head of the China employment group for law firm Simmons & Simmons.

"China is trying to make sure that at least at the lowest level of unskilled workers there are greater protections in place for them," she said.

Export-driven manufacturers along China's booming east coast also have to pay more to get and keep workers as rising living standards in the countryside mean fewer people migrate to cities for factory jobs.

U.S. and European clients might push Chinese suppliers to pay more so they look better in front of consumers, Ligorner said.

Higher wages at Foxconn "will have a ripple effect," she said.

Pay and working and environmental conditions are a sensitive issue for U.S. and European companies, some of which have been criticized by activist groups. Companies such as Nike Inc. and The Walt Disney Co. set specific standards in contracts with producers of toys, athletic shoes and other goods sold under their brands and send auditors to enforce them.

"We mind our corporate social responsibility and demand that our contract manufacturers strictly follow local as well as international rules on labor and environmental protection," said Henry Wang, public relations director for Taiwan's Acer Inc., the world's fourth-largest personal manufacturer.

Acer's laptop computers are produced by contractors in Kunshan, west of Shanghai, and in Chongqing in the southwest.

Wang said he didn't know whether the report on Foxconn by the Fair Labor Association, an American industry group, would lead to changes at Acer. He said suppliers already are required to "strictly follow" rules on wages and working conditions.

Higher wages will be easier for manufacturers to absorb if labor is a small portion of their total costs.

Research firm IHS iSuppli estimates that Apple pays $8 for the assembly of a 16-gigabyte iPhone 4S and $188 for its components. iSuppli's figures suggest that if Apple were to absorb a Foxconn wage increase to keep pay level and cut the work week from 60 hours to 49, it would pay less than $2 extra to have an iPhone made.

Other companies earn smaller profits and might find higher wages harder to pass on.

Higher costs in China already have prompted some companies in labor-intensive industries such as shoes and textiles to migrate to Vietnam and other lower-wage economies.

Lin, the garment manufacturer, said his company employs about 1,500 people in Guangdong province near Hong Kong. He said entry level pay has more than doubled over the past five years from 600 to 700 yuan ($95-$110) a month to about 1,500 yuan ($240).

"Anything lower than that, you wouldn't find the workers willing to do it," he said.

I absolutely adored Ship Breaker by Paolo Bacigalupi. I loved the world building. It's not often I can fall so hard in love with a book primarily for its world building, but it sure happened with Ship Breaker. I'm looking forward to reading The Drowned Cities.

Recently Bacigalupi wrote a post for Kirkus about the lack of gay and lesbian characters in dystopic fiction. He discusses the overlap between the type of oppressions often enacted upon the general population in dystopias, and the type of oppressions often enacted upon certain groups of people in the real world. Bacigalupi makes the powerful and critical point that gay and lesbian people in real life are often subject to the same horrifying persecution that we expect to see hammering down on "the people" (my term) in dystopic novels.

That's a stong and excellent point, and I'm glad to see it posted.

I do wish it weren't framed as an answer (though he admits it was originally an off-the-cuff answer) to the question of why more gays and lesbians aren't seen in dystopian novels. His great point is one that everyone should hear and think about, but I don't feel convinced that it explains the absence of queer folks from dystopic novels. Isn?t queerness absent from dystopias for the same reason it's absent from lots of media and art? -- cultural erasure, heteronormativity, the customary blend of hate and condescension and ignorance and forgetfulness?

Other groups oppressed in real life are also subject to some of the oppressions we see in dystopias -- it's not just queer folks, even when we expand Bacigalupi?s "gay and lesbian" category to everyone who's queer. For two more examples (limited just for space), racism and ableism cause dystopic-flavor oppressions in real life too. It's also important to note that there are queer YAs -- and YAs of color, and YAs with disabilities -- whose lives feel pretty good and happy. But my main point here is that Bacigalupi's assertion, while powerful and absolutely crucial, doesn't strike me as a reason not to have queer teens in YA dystopias. When they're missing, it's not a statement that real queer teens already live a dystopic life; it?s erasure.

To the extent that some queer teens -- and teens of color, and teens with disabilities -- do live lives that overlap with fictional dystopias, put those teens and their lives into a dystopic novel and explore how that factor of their lives weaves into the fabric of that particular fictional dystopia. To the extent that queer teens and teens of colors and teens with disabilities live lives that are happy and safe, let's put them in the dystopias that way too, and explore how that intersects with that particular dystopia. Just... put them in the dystopias. Because ?the people? in those novels should include queer kids too, and kids of color, and kids with disabilities. Being in an oppressed group in real life is no reason not to be portrayed in books, even if some of real life mimics some of that book's tropes and details. It could be a way, as Bacigalupi encourages, to "illuminate the horrors right before our eyes." Not by simply showing some of the real world's oppression fictionalized, but by doing things with it, the ways writers can. Because writers are magic.

The dystopias I'm talking about needn't simply mirror and recreate the oppression of real life. I'm not talking about piling it on, in fiction, to folks who already get their share of oppression in real life. (Note: nobody should have a share at all.) There are millions of literary paths to follow. Millions of stories to write. Millions of options as to how any real group that's currently oppressed in dystopic-trope ways could be a broad, complex part of the fabric of a dystopic novel. In the hands of good writers, these dystopias can, as Bacigalupi hopes, "be insurgent. They should force readers to question who they are, what their society is like, and what they take for granted. A good dystopia will illuminate the horrors right before our eyes, and one can hope that if it does its job well, it will create empathy and humanity in world that is sorely lacking."

Celebrity hacker pleads guilty in L.A. court

A 35-year-old Florida man pleaded guilty on Monday to hacking into the email accounts of movie stars Scarlett Johansson, Mila Kunis and Christina Aguilera, and sending nude photos and other information to celebrity websites.

Christopher Chaney of Jacksonville, Florida pleaded guilty in Los Angeles federal court to unauthorized computer access, wiretapping and other felony charges contained in a criminal indictment.

He was ordered held in custody and faces up to 60 years in prison, plus fines and restitution of about $2.5 million when sentenced in July.

Chaney, who admitted hacking the emails of more than 50 celebrities, was arrested in October 2011 after an 11-month investigation named "Operation Hackerazzi" by the FBI.

Other victims included former Disney Channel star Vanessa Hudgens and Renee Olstead, one of the stars of ABC Family's "The Secret Life of the American Teenager." Other victims were identified only by their initials, including J.A., B.P., and L.B.

Chaney, a clerical worker, told a Florida TV station shortly after his arrest that he had become addicted to prying into the affairs of movie stars and did not know how to stop.

His snooping resulted in nude photos of "Iron Man 2" star Johansson and a bubblebath picture of "Black Swan" actress Kunis reaching gossip websites.

Johansson said later that the photos of herself topless and wrapped in a towel with an exposed backside were taken for her then-husband, actor Ryan Reynolds.

Chaney admitted that he had emailed many of the photographs and other personal information that he stole from celebrities to another hacker and to two entertainment websites.

"Today's guilty pleas shine a bright light on the dark underworld of computer hacking," said United States Attorney Andr? Birotte Jr, whose office prosecuted the case.

"This case demonstrates that everyone, even public figures, should take precautions to shield their personal information from the hackers that inhabit that dark underworld," Birotte said in a statement.

Chaney admitted on Monday that he managed to hack into the personal emails of his targets by clicking on the 'forgot password' feature of their accounts and replying correctly to security questions by using publicly available information about celebrities that he found on the Internet.

Once in control of the email accounts, he obtained private photos, business contracts, scripts, and other documents. He went through contacts lists to find other victims and sometimes posed as friends to request more private photos.

Chaney initially had pleaded not guilty and had been free on bail. But on Monday he was ordered to be held behind bars until he is sentenced on July 23.

European Union investigating proposed purchase of EMI by Universal Music

BRUSSELS ? The European Commission Friday opened an in-depth investigation of the proposed purchase of British music label EMI Music by Vivendi subsidiary Universal Music Group, over competition concerns.

?The proposed acquisition could reduce competition in the recorded music market to the detriment of European consumers,? the EU?s Competition Commissioner Joaquin Almunia said in a statement.

?The commission needs to make sure that consumers continue to have access to a wide variety of music in different physical and digital formats at competitive conditions,? Almunia added.

Universal Music Group last Novemeber announced its purchase of EMI from US bank Citigroup for ?1.2 billion (1.4 billion euros, $1.9 billion).

EMI ? home to a galaxy of stars including The Beatles, Coldplay and US pop starlet Katy Perry ? was seized by its main creditor Citigroup in February 2011 from private equity owner Terra Firma.

The purchase price represented seven times EMI gross profits before synergies, Vivendi had said.

The deal did not include EMI?s music publishing unit which is to be sold to a group of investors led by Sony for $2.2 billion (?1.4 billion).

The commission is expected to review that deal in April.

China's Not-So-Super Computer Program

SHENZHEN, China?The supercomputer in this southern boomtown is named Nebulae for the interstellar clouds of gas that give birth to stars. The machine symbolizes China's soaring ambition to challenge the U.S. and other developed nations in technology, but also underscores the limitations of what China can achieve.

China's unexpected progress in developing supercomputers, the brains of modern science and an engine of economic development, has caused an outbreak of anxiety over the past two years in the U.S., which has long been the field's undisputed leader. China's advances in computing have been critical to its ability to build spacecraft and advanced warplanes and to its growing prowess in genetics. China overtook Japan in 2010 as the number two investor in research and development, according to Battelle Memorial Institute, a Columbus, Ohio, research outfit. Though China remains well behind the U.S. in R&D spending, it is gaining ground.

But a closer look at China's supercomputers reveals a program that is far less of a threat to U.S. technological dominance than commonly believed. Chinese researchers say decisions about how supercomputers are used are often made by local politicians more interested in local development projects than breakthrough technology.

China's bureaucrats meanwhile haven't figured out how to mount software development projects that come close to U.S. or European standards. Chinese scientists also lack the funding, and freedom, to explore technologies that haven't already been endorsed by the government, which can keep them well behind the cutting edge.

The result is that China's supercomputing projects aren't producing the kinds of breakthroughs that can create new industries. It is instead being deployed to help the country simply catch up with the U.S. and Europe, in areas ranging from health care to automotive design to aviation. That is important economically, but it is also a reminder that China remains a developing country whose main goal is to close the economic and technology gaps with richer nations.

"The strategy has been never to lead, but to follow" technologically, said Qian Depei, a Beihang University researcher, who has worked for decades on China's advanced computing programs. "That was the most economically efficient way to develop."

Richard Suttmeier,a University of Oregon expert on Chinese science policy, said China hasn't figured out "the right formula" to pioneer new technologies in part because researchers are rewarded according to the number of academic papers they publish rather than the quality and novelty of their work.

Supercomputers are largely seen in China as local economic-development tools. City governments play a much larger role in setting China's supercomputer research agenda than they do in the U.S. because Chinese cities finance a larger share of the projects.

Shenzhen, which paid three-quarters of the $1.3 billion cost of the Shenzhen supercomputer center, "doesn't care about climate change and astrophysics"?traditional supercomputer research projects?said Feng Shengzhong, deputy director of a Shenzhen research institute that develops applications for the Nebulae. "They care about local problems."

He is working on a plan to use the Nebulae to improve health care services in South China?a socially important goal but not one that makes use of the power of what is ranked as the world's fourth-fastest supercomputer.

China is now home to 74 of the world's 500 fastest supercomputers?which can make trillions of calculations every second?up from just 10 in 2007. Changes in the way the machines are designed have helped the country.

In the 1980s, when Cray Research in Minneapolis was the world's supercomputer technology leader, the machines were powered by a few enormously powerful processors, whose design was difficult to match. Exports were tightly controlled. Starting in the 1990s, supercomputer researchers began to lash together tens of thousands of off-the-shelf microprocessors to work on a single job. China could buy those computer chips from Intel Corp., Advanced Micro Devices Inc. and other firms and make its own machines.

Analysts say that Chinese scientists have benefited from training at top computer centers in the U.S. and Europe and the availability of computer chips and other parts from abroad, as well as consistent Chinese government funding and support. The supercomputer effort isn't dogged by charges that the Chinese have ripped off foreign technology. Rather, Chinese scientists say U.S. restrictions on some high-technology exports have required them to redouble their domestic efforts.

Still, China remains largely dependent on U.S. made microprocessors?the brains of the computer?which puts it behind the leading edge. Beijing has developed one computer that uses locally designed microprocessors, but doesn't run commercially available software. Another microprocessor in development, the Loongson, would use existing software and could eventually become a competitor to Intel and others.

Some of China's supercomputers have been used to design wings for China's stealth fighter, now in test phase, and to design parts for China's first commercial jet. Beijing lags well behind the U.S. in both efforts.

In Shenzhen, the Nebulae, which is still being tested, is expected to improve storm warning systems and help genetics companies search for the causes of disease. But it is also scheduled to be used for far less demanding tasks, such as processing video animation.

In the U.S., said Steve Conway, a supercomputer analyst at market researcher IDC, in Framingham, Mass., cities and states chip in money for local supercomputer centers, but they generally have little say in setting the priorities for the machines. U.S. supercomputer centers nearly always focus on advanced scientific research, such as designing drugs tailored to individuals.

Research at the edge of technology is risky, but can have big payoffs and leave competitors like China well behind. "American alarmism isn't always well-founded," said Mr. Suttmeier, of the University of Oregon. "The critical point is keep devising strategies in the U.S. to stay way ahead of the game."

One of China's greatest weaknesses is in software development, a potentially crippling problem because the usefulness of the machines depends on the quality of the software applications. Less than 10% of supercomputing funding goes to developing such applications, said Chinese researchers who complain that political leaders press them to build headline-grabbing new machines rather than focus on whether they are used to their full capabilities.

In the U.S., which spends about six times as much on supercomputers as China, the software budget equals about 30% of hardware spending, and computer specialists say even that level isn't sufficient.

The battle for software dollars is so intense in China that researchers rarely work as a team on long-term software projects, Chinese scientists say.

To illustrate the uneven perception of China's supercomputer efforts, Mr. Qian, the veteran supercomputer researcher, holds his palms at hip level. "Generally, we're here," he said, "but everyone thinks we're higher," as he raises his palms to shoulder height.

'Survivor: One World' Super-Villain Has A Medical Emergency

For "Survivor: One World" super-villain Colton Cumbie, karma is more than just a bitch — it's a game-ending infection.

After six straight weeks of schemes and slurs, the frequently vulgar and politically incorrect Colton finally met his "Survivor" end on Wednesday night. But rather than leaving via glorious blindside, Colton was medically evacuated over suspected appendicitis, marking the second emergency exit of the season. Before leaving, Colton was given the opportunity to surrender his hidden immunity idol to a fellow tribemate — but in classic Colton fashion, the 21-year-old Alabama native held on to the potentially game-saving artifact to bring it home as a personal souvenir, very likely screwing over disenfranchised ally Alicia in the process.

But just when all hope seemed lost for Colton's former partner in crime, Alicia found new life in the form of an early merge. Only one vote cycle and two evictees after the game's recent tribal shuffle, "Survivor" switched things up once again by combining the two tribes into one at an earlier date than expected. Now that the game has moved into the individual stage, what happens next is anybody's guess: Will the recently formed Salani alliance stay strong against the ex-Manono in the new merge, or will contestants revert back to their original men-versus-women allegiances?

Covering all this and more, MTV News is once again joined by two-time "Survivor" contestant and longtime commentator Rob Cesternino to talk about the ramifications of the early merge and Colton's untimely demise.

MTV: Two huge developments this week. One week after the tribes were shaken up, they've now unexpectedly merged into one tribe, back on one beach. What did you think of the game delivering its second twist in two weeks?

Rob Cesternino: For production's sake, this was probably what had to be done. The new Salani tribe had been so dominant. I think it would have been boring to see them pick off the Colton-less Manono tribe over the next few weeks. This should be much more interesting to see: Is it going to go back to men versus women? Were these new tribes together long enough that new loyalties are going to stick? It's going to be a very interesting couple of weeks for "Survivor" coming up.

MTV: We both agreed last week that Kim, Chelsea and their allies at Salani were looking best in this game. What does your gut tell you now: Are those people still in good shape after the early merge?

Cesternino: I can see there being one sort of super-alliance right now, where the group of Kim, Chelsea and Sabrina are at the head, with Kat along as well. They also sort of absorbed Troyzan and Jay, and to a lesser degree, Mike. They'll also probably reabsorb Alicia next week. They possibly go ahead and pick off some of the other guys on the outside: Tarzan, Leif, Christina are on the outs. Then they might wonder who are the biggest physical threats that aren't with them — Tarzan, Leif and Christina don't exactly fit that description. It should be interesting to see what happens next. Who holds all the cards? I think somebody like Jonas could be in trouble; people who have the power, like Chelsea and Kim, will probably want to target people they haven't played with, like the guys [who stayed at] Manono.

MTV: So, backing up for a second: You think Alicia's in better standing now in the merged tribe?

Cesternino: This is a great day for Alicia. She may have been voted out by Jonas, Leif and Christina [without the merge]. Now she gets to go and be back with her original alliance, the women, and she's almost no worse for wear. Maybe the women will be upset that she turned on Monica and Christina, but I see her totally getting back in their good graces. I can see her fighting with Troyzan and Jay to see who is the fifth wheel on this alliance.

MTV: I'm just hung up on how much of a piece of work Alicia was in this episode, her and Colton, ripping Christina to bits for pretty much no reason.

Cesternino: I don't know why Alicia and Colton felt the need. What is Christina even doing to anybody? How has she gotten this far under their skin? She doesn't seem annoying; she seems like a perfectly normal person! I can't put my finger on what she's doing to upset them so much. It was horrible. And then Alicia caught Christina trying to get Alicia voted out — and she says in her confessional, "Oh, Christina's just paranoid right now." Well, for good reason! You told her that the only way she was leaving that island was by getting voted out, quitting or falling into the fire! What do you want her to do?

MTV: We've spent a lot of our energy this season focusing on Colton. I guess now we know why — he left a whole lot earlier than we were expecting, certainly under unexpected circumstances at the very least. Pour one out for Colton, Rob. Did we love to hate him? Hate to hate him? What's your take?

Cesternino: I'm completely stunned right now. First the Jets' trade for Tim Tebow, and now this? [Laughs] I really can't believe that Colton's off the show, because 80 percent or 90 percent of this show was all Colton. It's almost going to be like a new season starting in the next episode, one where there's no Colton. This really has been "Survivor: Colton's World" through six episodes. Now I feel like I barely even know these other characters who are going to be dominating airtime. We're heading off into uncharted waters next week.

MTV: There will be plenty of people arguing that Colton suffered some karmic retribution. I don't know that anyone was wishing actual physical harm on the guy...

Cesternino: No, I think some people were.

MTV: OK, maybe a few people. [Laughs] He was definitely the villain of the season, and sometimes it does feel like there's karma on "Survivor." In a weird-twist-of-fate way, do you feel at all like Colton's behavior brought on an early exit?

Cesternino: No, I don't really buy into that. It makes for a good narrative watching the show, but there have been plenty of other people who were real a-holes to people and didn't get appendicitis. You know, I feel bad for Colton. Yes, he was definitely saying a bunch of things that had no business being in the game. But you really wanted to see it play out. Especially for us as viewers; we really got robbed here. Yeah, it probably wasn't going to end well, but there was a chance that he might have been able to play the best game ever played, make it to the end, and win. That wasn't impossible. We'll never find out. The big disappointment for us is that, win or lose, we didn't get to see Colton's game play out.

MTV: That all said, we know that "Survivor" likes their all-star seasons. Even with him leaving this early, do you think Colton's bought himself a ticket onto a future season of the show?

Cesternino: I might bet my appendix that we'll see Colton on "Survivor" again. [Laughs] I would bet that.

MTV: I know you're getting the chance to chat with Colton soon. What is the first question you're going to ask him?

Cesternino: Hmm. [Pauses] The first thing I would ask is, I have to know how much of what he said during the game he stands behind. How much would he take back? He played such an aggressive game, which is almost overshadowed by all of the garbage he spewed out about class and race. All the nasty things he said. I think that's a tragedy. He could have been a very good player in the game, and I wish we could have spent more time focused on that.

MTV: Wrapping up, instead of looking at any one player, let's look at the current "One World" landscape. We began with men versus women, all on one beach. Then the tribes got switched up. One week later, the tribes are now merged, and back on the same beach again. That's a lot of change in a short period of time. Do you think we've seen the last twist on this season of "Survivor," or do you smell something else coming down the line?

Cesternino: I've been thinking that they might re-divide the tribe again, but at some point, the viewers will start getting dizzy. Let's see how it plays out over the next couple of weeks. I would guess that no, we won't see another twist in that way, shape or form.

Allegations of serious police misconduct have arisen, including the "correction" of a witness who said the boy called for help and not his attacker, George Zimmerman, who claims he shot in self defense.

In several states, laws have been passed requiring that, even in cases of rape, women seeking abortions go through medically unnecessary procedures before being allowed the treatment they choose. One male politician suggested that if a woman does not want to see the image from the trans-vaginal ultrasound, she can "just close her eyes." So if, say, a rape victim doesn't want a child from the act of violence perpetrated against her, Tom Corbett, gracious Governor of Pennsylvania, suggests she close her eyes while she is again violated for no medically justifiable reason. Elsewhere, a law passed saying that doctors must inform women of a link between abortion and breast cancer even though no such link has ever been established. When Sandra Fluke spoke out about the expense of birth control for women, she was publicly pilloried by Rush Limbaugh, called names and her honor besmirched.

In those cases, as in the case of the Occupy Protesters who have been tear gassed and pepper sprayed, bludgeoned and shot with non-lethal but painful ammo, the message is the same. Whether it is a message sent to the black, women or anti-corruption demonstrators, the message is this: "Dissent at your own peril. We can shame you, humiliate you, violate you, kill you if we choose. Be quiet. Comply. Know your place. You have the right to remain silent and that is all."

There has been a push in the past several months for anyone who sees bullying taking place to speak up. Well I see it and I am saying something. Trayvon Martin did nothing wrong and citizens of all races should be able to walk the streets unafraid. People, regardless of gender, must be allowed their own reproductive, medical and recreational choices regardless of the religious beliefs of politicians. Freedoms of speech and peaceful demonstration are the people's right. As a white male and a tax-paying citizen, if I do not speak up, I am a conspirator.

I will not be cowed into playing the role of collaborator. If we want our kids to behave decently toward one another, to stand up on behalf of one another, we must set the example. The bullying must stop.

Wind of scandal sweeps British elite's rural haven

CHIPPING NORTON, England (Reuters) - In an idyllic corner of England, well-heeled neighbours pop over to each other's manor houses for drinks, ride horses together in the countryside and play the odd bit of tennis. A typical weekend for many members of the British upper classes.

But when the neighbours include the head of government, a powerful newspaper boss and a TV celebrity with a taste for fast cars, the whiff of scandal is unmistakable.

The small, quiet town of Chipping Norton has shot to fame since it emerged that Prime Minister David Cameron and former News International CEO Rebekah Brooks frequently socialised in the area, along with other rich and well-connected friends.

The phone-hacking scandal that led Rupert Murdoch to close the News of the World, and that cost Brooks her job at the helm of Murdoch's British newspapers, has also exposed many secrets of a group of friends now known as the "Chipping Norton set".

Nestled amid rolling fields and woods in Oxfordshire, a two-hour drive northwest of London, Chipping Norton is a typical picturesque English country town, low stone houses ranged around a broad market square lined with estate agents, pubs and grocery stores.

Local shopkeepers, bemused by the acres of newsprint devoted to the set in recent months, are happy to gossip about recent celebrity sightings at the butcher's or florist's, but mostly treat the town's newfound fame as a joke.

"I have lots of celebrity customers but unfortunately they're all getting arrested at the moment. I lost two customers last week," chuckled an antiques dealer, who did not wish to give his name lest he should offend his prized clientele.

Brooks and her husband Charlie, a racehorse trainer, were arrested at dawn on March 13 at their sprawling country home and questioned by police on suspicion of covering up evidence of illegal practices at the News of the World.

It was the latest development in an unending saga that has raised questions about the close relationships between the press and the cream of British politics.

HORSEGATE

These were epitomised by the tale of Raisa, a retired police horse loaned to Rebekah Brooks and once ridden by Cameron, as he finally admitted on March 2 after days of evading the question.

Not only did this confirm that his friendship with the disgraced Brooks went well beyond a neighbourly acquaintance, but it also conjured up the damaging vision of a prime minister enjoying elite country pursuits alien to most voters.

"I don't think I will be getting back into the saddle anytime soon," Cameron told reporters, trying to laugh it off.

But the revelation, dubbed "horsegate" by gleeful media, was the last thing Cameron needed after years of playing down his privileged background, an electoral liability at a time when his government is slashing state spending to reduce the deficit.

The wealthy son of a stockbroker, Cameron was educated at Eton, the most exclusive private school in Britain. His stylish wife, Samantha, is the daughter of a baronet.

Cameron has worked hard since he became leader of the Conservative party in 2005 to rid it of its reputation as the party of the wealthy, the hunting and fishing set. Endless newspaper articles on the gilded lives of the Chipping Norton set are unlikely to help him.

Some observers of British politics say the so-called set is only the establishment doing what it has always done.

"It's not a conspiracy. But that horse symbolises something about our society. It shows that the British establishment is still there and still has a lot of influence," said Ivor Gaber, professor of political journalism at City University in London.

He pointed out that Cameron's Labour predecessors, Tony Blair and Gordon Brown, had been equally assiduous in cultivating friendships with members of Murdoch's close circle.

"Murdoch's genius was to spot a winner, back a winner and change sides at the right time. Naturally Rebekah Brooks, his prot?g?e, learnt that lesson," he said.

Both Brown and Cameron, then prime minister and leader of the opposition respectively, attended the 2009 elegant lakeside wedding of Rebekah and Charlie Brooks near Chipping Norton.

CAMELOT

"It's a story of continuity rather than change. Rebekah Brooks has moved effortlessly from one Camelot to another," said Catherine Mayer, Europe editor of the magazine Time, evoking the glamour of John and Jacqueline Kennedy.

"People in the public eye become friends with each other precisely because they are in the public eye. David Cameron felt safe around the Brookses. Ironically, that would have been one of the attractions," she said.

The proximity of the Cameron and Brooks country homes is a coincidence. Cameron bought a home in the secluded hamlet of Dean because it is in his parliamentary constituency of Witney, while Charlie Brooks, who also went to Eton and was friends there with Cameron's older brother, has family ties in the area.

But the intimacy between them and other members of the Chipping Norton set has astonished many Britons.

Among the talking points is a photograph of Cameron in a t-shirt chatting with TV celebrity Jeremy Clarkson as Alex James, the bassist from the band Blur, smiles in the background. It was taken at a food and music festival hosted by James last September at his Cotswolds farm, just west of Oxfordshire.

Clarkson, presenter of the BBC's motoring programme Top Gear, has a luxurious home on the outskirts of Chipping Norton, where he is credited with introducing Charlie Brooks to Rebekah.

CHRISTMAS PARTY

The TV star known for his politically incorrect outbursts is an unlikely but central member of the set. Guests at his 50th birthday party reported that Cameron made a surprise video appearance disguised as The Stig, a famous Top Gear character.

Elisabeth Murdoch, daughter of Rupert, and her husband Matthew Freud, head of an influential public relations firm, are also members of the set even though Clarkson has joked that to residents of Chipping Norton, the Freuds' multi-million-pound home in Burford, a few miles away, "is basically France".

The British media have also endlessly retold the tale of a 2010 Christmas party hosted by the Brooks and attended by Clarkson, the Camerons and James Murdoch, son of Rupert and then chairman of News International.

At the time, it was controversial because the government was considering News Corp's bid to take over the broadcaster BSkyB. Since then, the bid has been dropped, a casualty of the phone-hacking scandal.

Evidence is mounting that many of Cameron's own Conservative allies are unimpressed by the antics of the Chipping Norton set.

"It's all about lifestyle and power. Politically it's completely vacuous. It doesn't do him much credit," said one Conservative member of parliament, who did not wish to be named for fear of damaging his career prospects.

Back in quiet Chipping Norton, these debates were like the distant rumble of thunder when the sky overhead is blue.

Sakine Khosravi, owner of a boutique selling handcrafted items from Iran, spoke in glowing terms of "a lovely, tall, red-haired lady" who once came to select a rug. She learnt later that lady was Rebekah Brooks, but has never seen her again.

"I suppose people like that don't have time to go shopping like normal people," she said.

"They're too busy flying off to Milan or Paris in helicopters for coffee or breakfast," she joked.
